Under the Workforce Innovation and Opportunity Act (WIOA), the Governor must submit a Unified or Combined State Plan to the Secretary of the U.S. Department of Labor that outlines a four-year strategy for Vermont's workforce development system. An approved Unified or Combined State Plans allows Vermont to receive funding for core programs. The Vermont Workforce Investment Board is charged by WIOA to assist the Governor in developing, implementing, and modifying the State Plan.
In 2016, the Board, in consultation with the core partners (Vermont Department of Labor, Vermont Agency of Education, and Division of Vocational Rehabilitation), submitted Vermont's original WIOA Unified State Plan.
In 2022, the Board and the core partners modified Vermont's Combined State Plan. An Ad Hoc State Plan Modification Committee of the Board was charged with reviewing and updating the Plan's Strategic Vision, Goals, and Strategies.
